Chemical Laboratory
In accordance with the Directions of the General Director of the Fire Rescue Service of the Czech Republic No. 49/2016, the incident response team of the Population Protection Institute fulfils tasks of chemical laboratory monitoring and control for the needs of fire protection units, and rescue works within the Integrated Rescue System in Pardubice and Hradec Králové regions.
The incident response team with its mobile chemical laboratory responds to emergencies involving hazardous substances, chemical and radiation reconnaissance, detection of B-agents and toxins, sampling, personal dosimetry and radiation protection services, and calibration services. It also carries out other specialized activities in order to assist fire protection units during their interventions and rescue works within the scope of the Integrated Rescue System.
The chemical laboratory of the Population Protection Institute also ensures chemical safety at topmost sporting and political events in the Czech Republic. In the past, such events included the Ice Hockey World Championships, the European Under-21 Football Championship in 2015, the European Figure Skating Championships (2017), the visit of the Chinese President (2016) and the Official Meeting of the Speakers/Presidents of the Visegrad Group Parliaments.
The team monitored air, using a remote detector of hazardous chemicals SIGIS 2 that allows identification of hazardous clouds from long distances. The cloud can then be detected before it spreads and causes the characteristic symptoms of intoxication.
Fire causes investigation
The Expert Group investigates the origin and cause of fires in accordance with the Direction of the General Director of the Fire Rescue Service of the Czech Republic No. 46/2013. The coordinated group of experienced specialists provides timely and accurate investigations. They, collect and analyse evidence after performing physical and technical research, and compile protocol documentation, which results in a fire technical expertise (Section 52 of Decree No. 246/2001 Coll., As amended). If necessary, the theam carries out a model reconstruction of fires.
In addition to digitization of a seat of fire during the incidence response, the team also deals with the digitization of selected cultural monuments and industrial buildings. A 3D model is obtained using a laser scanner. Accordance with a consignment, the users are given outputs in the form of a virtual tour consisting of spherical photographs, videos with a 3D model, a building passport, as well as various sections and views at various height levels.
Using this method, it is possible, among other things, to determine the passability of fire engines and other equipment within building complexes, to determine suitable access roads or distances.
