Flood situation in the Czech Republic No. 14

Intensive rainfall in whole area of the Czech Republic cause rapid increase of river levels. During Saturday evening 1 June 2013 small rivers and after that also bigger rivers start to overflow. Third level of flood activity was reached in Pilsen Region, South-Bohemian Region, Middle-Bohemian Region, Královéhradecký Region and Ústecký Region.

Immediately after origin of first emergencies fire-units were deployed, including units of Integrated Rescue System. From 8.00 on 2nd June 2013 there is announced central coordination of rescue and clean-up operation coordinated by MoI – General Directorate of Fire and Rescue Service of the Czech Republic which fulfill and coordinates needs of stricken regions.

Czech government announced emergency state from 21.00 SEC on 2 June 2013 for 7 regions (South-Bohemian, Pilsen, Middle-Bohemian, Liberecky, Kralovehradecky, Ustecky, Prague) which is half area of the Czech Republic. Situation is coordinated by Minister of Interior and Central Crisis Staff.
Rescue flood operations are operated by Fire and Rescue Service of the Czech Republic and fire-units. On the whole area of the Czech Republic 7 578 emergencies were operated by fire units (professional and volunteer) and 22.000 firemen (professional and volunteer) were deployed. There are 11 dead persons in a total as a result of floods.
 
All regions cope with disaster by their own means. Within central coordination of rescue and clean-up operations MoI – General Directorate of Fire and Rescue Service of the Czech Republic centralize resources from non stricken regions and from Rescue Unit of FRS CR.

Situation in regions:

Middle-Bohemian Region

There is third level and second level of flood activity in the region of Melnik.  Decrease of water level is ongoing on all rivers as well as draining from Vltava cascade due to creation of retention area.

There are about 209 villages affected by the floods in this region The clean-up operations continue in the whole region. Pumping of water lagoons is running. Polish high capacity pumping unit is deployed in this region from 23.00 of 7th June 2013 in the village Vrbno. The lagoons got a lot smaller due to the pumping.

Regional crisis staff is monitoring situation, citizens are informed about situation on crisis telephone numbers. They deal with requirements of the affected villages. Information about decision of canceling of the flood measures has been sent to all villages.

Non-government organizations provide humanitarian assistance to people. Czech Army also provides assistance in clean-up operations.


Prague

Due to worsening state on the Troja channel (rupture of the dam on the right bank of the watercourse), first level of flood activity is announced from 11th June.  Disassembly of flood barriers has begun. The Czech army provides assistance with the removing the barriers. After flood measure are taken in accordance with agreed flood plan of Prague, flood measures continues in force in 13 parts of Prague.

Mayor of Prague prohibited entrance to parks because of waterlogged ground and danger of falling trees. The underground stations were opened on 9 June.

FRS units are intervening with pumping and providing technical response like felling trees. On the area of Prague 271 soldiers of Czech Army have been deployed to clean-up operations after floods.


Southbohemian Region

Third level of flood activity is still on 1 river (river Vltava in Spolí. Retention area of Lipno, Římov and Husinec dams is empty by now. There are about 309 affected villages. Ponds of the Trebon area are over normal state.

Currently the activities are focused on clean-up operations and the distribution of humanitarian assistance. The situation with potable water remains. There are no other requirements for other rescue means.

The mayors have been provided by the “Crisis Manual for Mayors”.


Pilsen Region

 Water level on Berounka River is decreasing in all areas. There are about 147 villages affected by the floods. Situation is stabilized in this area and there are no requirements for other rescue means.

There is a risk of fall of city walls due to waterlogged soil in the city of Stříbro. The city has prohibited the entry to this area.

The High Capacity pump SOMATI is pumping in this region.   

Královéhradecký Region

Crisis Staff is monitoring of the situation, clean-up operations, communication with mayors, dealing with issues of the damaged bridges, potable water and disinfectants are running. The situation is stabilized. There were request for temporary bridge to the Ministry of Transport from the city of Jaroměř. There is no request for assistance of the Czech Army. 
 

Ústecký Region

Labe River has culminated in all areas and the water slowly decreases. There is second level of flood activity on Labe in Usti nad Labem and Decin.
FRS units are intervening and pumping with High Capacity pumps, clean-up operations are running. About 77villages were affected by the floods. The pumping unit form Slovakia is deployed in Litomerice.

Preventive measures have been made by regional crisis staff.

Czech army provides assistance in this area. Sunday and Monday intensive rainfalls caused affected other cities and villages in Ustecky region which have not been affected by floods on river Labe yet.

The material for clean-up operations is being ensured by now.
 

Liberecký Region

Regional crisis staff is monitoring situation in the affected area, they provide preventive measures and they collect information about damages.

There is no flooding level on the rivers. Situation in the region is in normal level.

Villages organize assistance to other Regions.

Deployed units from other regions:

• Ground forces and resources for evacuation from Rescue Unit of FRS CR are deployed in Middle-Bohemain Region, Ustecky Region.
• Pyrotechnics are on stand-by level in home stations.
• 11 high capacity pumps MCS 1500, MCS 600, MCS 400 and HFS are deployed in Middle-Bohemian Region and Ústecký Region.
• Special technique (Bobcat S650) is deployed in the Middle-Bohemian Region.
• 6 decontamination units (decontamination of persons) from 6 regions were deployed in the Middle-Bohemian Region. They will provide the washing service for the firefighters and citizens. (they are not deployed for decontamination!)
• Volunteer units from Southmoravian, Liberecký Region, Pardubický Region and Zlínský Region are deployed in Middle-Bohemian Region and Ústecký Region.

MoI – General Directorate of the Fire and Rescue Service of the Czech Republic is in direct contact with Crisis Staff of all stricken regions, Czech Hydro-Meteorological Authority and with Common Operation Centre of Ministry of Defense.

According to the Central Alerting Plan other resources from Czech Army and Czech Police were activated:

• Czech Army provides assistance in all regions.
• Engineer unit from the Czech Army have established the humanitarian base.
• Helicopters of Czech Police and Czech Army are prepared at the airport in Prague and Prerov,

From 2 June 2013 Logistical base of FRS CR has given out following central supplies:

• 105.800 pcs sand bags and 54 pcs filling machines,
• 1.310 pcs air mattresses and 60 pcs pumps,
• 3.778 air dryers,
• 7.668 l of desinfection,
• 92 pcs pumps (floating and keel).

The Czech Republic has accepted the assistance on bilateral level from Poland and Slovakia. We would like to thank you for offers from others countries. Currently we do not need any other assistance.

Regional crisis staff is monitoring situation, citizens are informed about situation on crisis telephone numbers. They deal with requirements of the affected villages.


Prague

Vltava River and Berounka River have culminated on 4th June and the water is decreasing by now. There is second level of flood activity due to little draining of dams due to expected rainfalls on Sunday 9 June and Monday 10 June. Also disassembly of flood barriers is not planned yet. After flood measure are taken in accordance with agreed flood plan of Prague, flood measures continues in force in 13 parts of Prague.

Mayor of Prague prohibited entrance to parks because of waterlogged ground and danger of falling trees. The underground stations were opened on 9 June.

FRS units are intervening with High Capacity pumps and provide technical response like felling trees. On the area of Prague 240 soldiers of Czech Army has been deployed to clean-up operations after floods.


Southbohemian Region

Third level of flood activity is still on 1 river (river Vltava in Cesky Krumlov). Retention area of the dam Lipno is emptied. There are 13 affected regions (297 villages). Ponds of the Trebon area are over normal state.

Currently the activities are focused on clean-up operations. In the area, there are problems with potable water supplies. Potable water distribution is organized in stricken areas. There are no other requirements for other rescue means.

The mayors have been provided by the “Crisis Manual for Mayors”. There are first damages estimations with total number of 70 milions CZK in this region.


Pilsen Region

Water level on Berounka River is decreasing in all areas. There are about 123 villages affected by the floods. Situation is stabilized in this area and there are no requirements for other rescue means. 

Preliminary estimation of damages has been estimated in 16 villages with amount of  22 milions CZK.

Královéhradecký Region

Crisis Staff is monitoring of the situation, clean-up operations, communication with mayors, dealing with issue of the damaged bridges are running. The situation is stabilized. The decrease of the water level is expected. Measures on stabilization of houses, assessment of water pollution and providing of temporary support to citizens are undertaken.
 

Ústecký Region

Labe River has culminated in all areas and the water slowly decreases. There is third level of flood activity on Labe in Usti nad Labem and Decin. The high level of Labe River complicates the return of evacuated citizens.

 FRS units are intervening and pumping with High Capacity pumps, clean-up operations are running. About 40 villages were affected by the floods.
The pumping unit form Slovakia is deployed in Litomerice.

Preventive measures have been made by regional crisis staff.

Czech army provides assistance in this area. Sunday and Monday intensive rainfalls caused affected other cities and villages in Ustecky region which have not been affected by floods on river Labe yet.

Liberecký Region

Regional crisis staff is monitoring situation in the affected area, they provide preventive measures and they collect information about damages.
Some of the roads have been damaged by the cloudburst which appeared in Košťálov on 9 June.

There is no flooding level on the rivers. Situation in the region is in normal level.

Villages organize assistance to other Regions.

• Ground forces and resources for evacuation from Rescue Unit of FRS CR are deployed in Middle-Bohemain Region, Ustecky Region.
• of the Pyrotechnics from FRB of South-Bohemian Region, Olomoucký Region and Rescue Unit of FRS CR are on stand-by level in Prague and the rest have been sent home.
• 12 high capacity pumps MCS 1500, MCS 600, MCS 400 and HFS are deployed in Prague, Middle-Bohemian Region and Ústecký Region.
• Special technique (Bobcat S650) is deployed in the Middle-Bohemian Region.
• 6 decontamination units (decontamination of persons) from 6 regions were deployed in the Middle-Bohemian Region. They will provide the washing service for the firefighters and citizens. (they are not deployed for decontamination!)
• Volunteer units from Southmoravian, Liberecký Region, Pardubický Region and Zlínský Region are deployed in Middle-Bohemian Region and Ústecký Region.

The water is purposefully draining on dams and weirs due to creation of retention area. According to the weather forecast there could appear intensive storms and precipitation in next two days. We can expect of increase of water levels because soil is saturated with water.
There are about 187 villages affected by the floods in this region. Evacuated people are returning to their homes after the evacuation but in some areas it will be long-term evacuation. The clean-up operations continue in the whole region. Pumping of water lagoons is running. Polish high capacity pumping unit is deployed in this region from 23.00 of 7th June 2013 in the village Hořín.

Due to the intensive rainfall the dam of the pond has overflow in the village Hřebečníky near Rakovník on 9 June. The evacuation of the citizen was needed.

In some areas of the region, intensive rainfall also caused the overflow of water from some streams.

Regional crisis staff is monitoring situation, citizens are informed about situation on crisis telephone numbers. They deal with requirements of the affected villages.

Prague

Vltava River and Berounka River have culminated on 4th June and the water is decreasing by now. There is second level of flood activity due to little draining of dams due to expected rainfalls on Sunday 9 June and Monday 10 June. Also disassembly of flood barriers is not planned yet.
FRS units are intervening and pumping with High Capacity pumps. The underground stations were opened on 9 June.
Some of the areas were flooded due to the intensive rainfall last night.

Southbohemian Region

Third level of flood activity is still on 3 stations and 2 rivers. Retention area of the dam Lipno is emptied. There are 13 affected regions (297 villages).
Currently the activities are focused on clean-up operations. In the area, there are problems with potable water supplies. Potable water distribution is organized in stricken areas.

Ponds of the Trebon area are over normal state.

There are no other requirements for other rescue means.

The mayors have been provided by the “Crisis Manual for Mayors”.

Pilsen Region

Water level on Berounka River is decreasing in all areas. There are about 119 villages affected by the floods. There were some intensive storms during yesterday. As a result, some of the water level risen. Situation is monitored.  

Situation is stabilized in this area and there are no requirements for other rescue means.

Královéhradecký Region

46 villages are affected by floods. Monitoring of the situation, clean-up operations, communication with mayors, dealing with issue of the damaged bridges are running. The situation is stabilized. The decrease of the water level is expected. The situation can worsen if the local storms appear. 
 

Ústecký Region

Labe River has culminated in all areas and the water slowly decreases. The high level of Labe River complicates the return of evacuated citizens.

FRS units are intervening and pumping with High Capacity pumps, clean-up operations are running. About 40 villages were affected by the floods.

The pumping unit form Slovakia is deployed in this area.

Preventive measures have been made by regional crisis staff.

Czech army provides assistance in this area. Higher requirements for clean-up means and humanitarian assistance are expected to be made from Monday.

On Sunday there were about 20 interventions due to intensive rainfall.

Liberecký Region

Regional crisis staff is monitoring situation in the affected area, they provide preventive measures and they collect information about damages.
Some of the roads have been damaged by the cloudburst which appeared in Košťálov on 9 June.

There is no flooding level on the rivers. Situation in the region is in normal level.

Currently the activities are focused on clean-up operations. In the area, there are problems with potable water supplies. Potable water distribution is organized in stricken areas.
Ponds of the Trebon area are over normal state.
There are no other requirements for other rescue means.
The mayors have been provided by the “Crisis Manual for Mayors”.

Pilsen Region

Water level on Berounka River is decreasing in all areas. There are about 119 villages affected by the floods. Situation is stabilized in this area and there are no requirements for other rescue means. Preliminary damages have been calculated around 20 million CZK.

Some storms appeared last night. It has caused flooding in some cellars in 4 villages.

Královéhradecký Region

 46 villages are affected by floods. Monitoring of the situation, clean-up operations, communication with mayors, dealing with issue of the damaged bridges are running. The situation is stabilized. The decrease of the water level is expected. The situation can worsen if the local storms appear. 
 
Ústecký Region

Labe River has culminated in all areas and the water slowly decreases. The high level of Labe River complicates the return of evacuated citizens.

The pumping unit form Slovakia is deployed in this area.

MoI – General Directorate of the Fire and Rescue Service of the Czech Republic is in direct contact with Crisis Staff of all stricken regions, Czech Hydro-Meteorological Authority and with Common Operation Centre of Ministry of Defence.

According to the Central Alerting Plan other resources from Czech Army and Czech Police were activated:

• Czech Army provides assistance (305 soldiers in operation, aprox. 1300 on standby),
• Engineer unit from the Czech Army is establishing the humanitarian base.
• Helicopters of Czech Police and Czech Army are prepared at the airport in Prague and Prerov,

From 2 June 2013 Logistical base of FRS CR has given out following central supplies:

• 71.000 pcs sand bags and 37 pcs filling machines,
• 1.310 pcs air mattresses and 60 pcs pumps,
• 2.696 air dryers.

The Czech Republic has accepted the assistance on bilateral level from Poland and Slovakia. We would like to thank you for offers from others countries. Currently we do not need any other assistance.

Flood situation in the Czech Republic No. 8

Intensive rainfall in whole area of the Czech Republic cause rapid increase of river levels. During Saturday evening 1 June 2013 small rivers and after that also bigger rivers start to overflow. Third level of flood activity was reached in Pilsen Region, South-Bohemian Region, Middle-Bohemian Region, Královéhradecký Region and Ústecký Region.

Immediately after origin of first emergencies fire-units were deployed, including units of Integrated Rescue System. From 8.00 on 2nd June 2013 there is announced central coordination of rescue and clean-up operation coordinated by MoI – General Directorate of Fire and Rescue Service of the Czech Republic which fulfill and coordinates needs of stricken regions.

Czech government announced emergency state from 21.00 SEC on 2 June 2013 for 7 regions (South-Bohemian, Pilsen, Middle-Bohemian, Liberecky, Kralovehradecky, Ustecky, Prague) which is half area of the Czech Republic. Situation is coordinated by Minister of Interior and Central Crisis Staff.
Rescue flood operations are operated by Fire and Rescue Service of the Czech Republic and fire-units. On the whole area of the Czech Republic 5 800 emergencies were operated by fire units (professional and volunteer) and 22.000 firemen (professional and volunteer) were deployed. There are 8 dead persons in a total as a result of floods.

All regions cope with disaster by their own means. Within central coordination of rescue and clean-up operations MoI – General Directorate of Fire and Rescue Service of the Czech Republic centralize resources from non stricken regions and from Rescue Unit of FRS CR.

Situation in regions:

Middle-Bohemian Region

There are third levels of flood activity on the rivers of Cidlina, Vltava and Labe in Melnik. All rivers have culminated in this area on 5 June. Decrease of water level is low. There are about 80 villages affected by the floods in this region.

Evacuated people are returning to their homes. The clean-up operations have begun in the whole region. Pumping of water lagoons has begun. Polish high capacity pumping unit will be deployed in this region.

Regional crisis staff is monitoring situation, citizens are informed about situation on crisis telephone numbers. Crisis Staff of Votice and Podebrady finished their work.

Prague

Vltava River and Berounka River have culminated on 4th June and the water is decreasing by now. But there is still third level of flood activity due to little draining of dams due to expected rainfalls on Sunday 9 June and Monday 10 June. Also disassembly of flood barriers is not planned yet.
FRS units are intervening and pumping with High Capacity pumps. Some of the underground stations have been opened.

Southbohemian Region

Third level of flood activity is still on 6 stations and 5 rivers. Retention area of the dam Lipno is emptied. There are 13 affected regions (97 villages).

Currently the activities are focused on clean-up operations. In the area, there are problems with potable water supplies (8002 citizens are without potable drinking water). Potable water distribution is organized in stricken areas.

Ponds of the Trebon area are over normal state.

Epidemiological situation is calm.

Pilsen Region

The third level of flood activity is still announced in the region. Water level on Berounka River is decreasing in all areas. There are about 110 villages affected by the floods. The water purification service is out of order in some villages. Citizens are supplied with potable water. Situation is stabilized in this area.

There are no requirements for other rescue means. Situation is stabilized in this area.

Královéhradecký Region

46 villages are affected by floods. Monitoring of situation, water pumping, disposal of dead animals, ensuring the supplies electric energy and potable water supplies and other activities are still running. Warning and information of citizens is still running. The situation is stabilized.

Liquidation of the bridges in the cities of Chotěvice and Jaroměř are running.

Ústecký Region

11 823 people have been evacuated in total.  Labe River has culminated in all areas and the water decreases.

FRS units are intervening and pumping with High Capacity pumps, clean-up operations are running. About 40 villages were affected by the floods.

The pumping unit form Slovakia is on its way to this area.

There have been some problems with security. 10 members of prison service have come to the area.

Preventive measures have been made by regional crisis staff.

Liberecký Region

Regional crisis staff is monitoring situation in the affected area, they provide preventive measures and they collect information about damages. Water levels of all rivers and streams are decreasing. Situation in the region is in normal level by now.

Deployed units from other regions:

• Ground forces and resources for evacuation from Rescue Unit of FRS CR is deployed in Middle-Bohemain Region, Ustecky Region, Kralovéhradecký Region, South-Bohemian Region and in Prague,
• Pyrotechnics from FRB of South-Bohemian Region, Olomoucký Region and Rescue Unit of FRS CR are on stand-by level in Prague and 4 pyrotechnics are part of the unit who make preventive measures to prevent free-floating of the ships on Labe River.
• High capacity pumps MCS 1500 and MCS 400 are deployed in Prague, Middle-Bohemian Region, Ústecký Region and Pilsen Region.

• -         Ground forces and resources for evacuation from Rescue Unit of FRS CR is deployed in Middle-Bohemain Region, Ustecky Region, Kralovéhradecký Region, South-Bohemian Region and in Prague,

• -         Pyrotechnics from FRB of South-Bohemian Region, Olomoucký Region and Rescue Unit of FRS CR made demolition of pontoon on Vltava River, ground works and demolition of falled bridge in Kralovéhradecký Region. Currently 4 pyrotechnics are on standby in Kamenice and 4 pyrotechnics are part of the unit who make preventive measures to prevent free-floating of the ships on Labe River.

• -         High capacity pumps MCS 1500 and MCS 400 are deployed in Prague, Middle-Bohemian Region, Ústecký Region and Pilsen Region.

• -         Czech Army is ready provide assistance in Prague (50 soldiers in operation, 300 on standby),

• -         Ground brigade in Bechyne, Rescue company Rakovnik are ready to be deployed immediately after the request,

• -         80 soldiers of Prague castle guard and headquarters from Prague are going to be deployed this morning,

• -         1568 air dryers.

There are two dead person and three missing as a result of floods (falled cottage – 2, canoeist – 3).

• Water pumping units from Vysočina Region (deployed in Middle-Bohemian Region), Pardubický Region and South-Moravian Region,
• Flood Rescue Module using Boats (WASAR) from Moravian-Silesian Region. This module is currently located in Zbiroh waiting for the deployment.
• Ground forces and resources for evacuation from Rescue Unit of FRS CR in Královéhradecký Region, Middle-Bohemian Region, South Bohemian Region and in Prague.
• Pyrotechnics from FRB of South-Bohemian Region, Olomoucký region and Rescue Unit of FRS CR are deployed in Prague in order to demolition of pontoon on Vltava river.
• High capacity pumps MCS 1500 and MCS 400 are deployed in Prague and Middle-Bohemian Region.

• Ground brigade in Bechyne, Rescue company Rakovnik are ready to be deployed imediatelly after the request,
• Helicopters of Czech Police and Czech Army are prepared at the airport in Prague and Prerov.

Situation prediction:

• We expect the culmination of the river Vltava in the Prague today in the evening under the third level of flood activity. The rescue operations are still in need.
• In the Middle- Bohemian Region, the river Berounka has not still culminated and the prediction of the culmination is probably tomorrow in the morning. There is need for rescue operations. The situation is still critical.
• Situation in the Ústecký Region is also critical due to the expectation of culmination tomorrow in the evening. The water level is 6 meters higher than normal situation.
• In the South Bohemian Region the rivers have culminated today and the water level is decreasing. 
• Rivers have also culminated, the water precipitation is getting lower in the Kralovéhradecký Region.
• We expect decrease of flood wave and culmination of water flow in following days in all regions, after that we expect bigger needs for water pumping, high capacity pumping of huge flooded areas and requests for dryers from our stocks and from stocks of State Administration of Material Reserve.

• During morning 2 June 2013 there were centralized resources from Rescue Unit of FRS CR for area evacuation of inhabitants in Middle-Bohemian Region,
• During morning 2 June 2013 Prague requested assistance for setting up of anti-flood barriers. 120 professional and volunteer firemen and heavy machinery from Rescue Unit of FRS CR reinforce Prague in this task.
• Pyrotechnics from FRB of South-Bohemian Region, Olomoucký region and Rescue Unit of FRS CR are deployed in Prague in order to demolition of pontoon on Vltava river.

• Continue in dealing with critical situation in area around České Budějovice, Tábor and river Lužnice (South-Bohemian Region),
• Depending on possibilities of regulation of water flow on river Vltava in Prague and on overall system of anti-flood barriers we expect increase of rescue operation with need of evacuation,
• We expect decrease of flood wave and culmination of water flow in following 2 or 3 days, after that we expect bigger needs for water pumping, high capacity pumping of huge flooded areas and requests for dryers from our stocks and from stocks of State Administration of Material Reserve.
