Emergency Alert and Warning of Citizens, Unified Alert and Warning System
The main tasks of the Emergency Alert and Warning department are:
- scientific research activities in the field of emergency alert and warning of citizens, and the unified alert and warning system (UAWS);
- educational and information activities aimed at emergency alert and warning of citizens and the UAWS.
1. Scientific research activity
Main directions:
- applied research into the new technologies, methods and procedures designed to increase the level of emergency alert and warning of citizens;
- elaboration of methodologies of experimental tests and measurements of the UAWS electronic devices;
- proposal of information security principles and standards concerning the UAWS;
- incorporation of materials into conceptual studies, methodologies and materials to support managers' decisions, etc.;
- transferring the results of scientific research activities into education and information services for a wide range of administrators and users of the UAWS and other personnel involved in emergency alert and warning of citizens.
2. Educational and information activities
Main directions:
- execution of specialized courses for the UAWS administrator, operators of input terminals, and other personnel who perform the tasks of emergency alert and warning of citizens, especially within the framework of the UAWS;
- information services in the field of emergency alert and warning of citizens and the UAWS for a wide range of entities.
Specialization courses are the basic framework of education and training of the UAWS administrators and users of UAWS input terminals.
Currently organized specialization courses are:
- Emergency alert and warning of citizens from the input terminal Centre for Privileged Users /EAWIT-PU/
- Emergency alert and warning of citizens from the input terminal Centre for regular users / EAWIT -RU /.
Instructional and methodical exercises are an upgrade of specialized courses and an extension of department’s education and information services to other target groups. They ensure implementation of the permanency and timeliness of specialized knowledge and skills and respond flexibly to current needs.
At present, organized instructional and methodical exercises are:
- Methodology of activities of database administrators in charge of input terminals;
- Management of databases of input terminals for privileged users;
- Receivers for the UAWS administrators;
- Upgrade and in-service consultations for input terminals’ users;
- Methodology of preparation and re-examining of regular input terminals’ users;
- Emergency alert and warning of citizens for members of the Fire Rescue Units
- Technical requirements for the UAWS’ end elements;

GIS – Central data warehouse
Main tasks:
- Gathering, managing, verifying and distributing geodata for the Fire Rescue Service of the Czech Republic, for the National Information System of the Integrated Rescue System (NIS IRS) and the Emergency Call Centre 112
- Performing the role and tasks of the main GIS administrator within the NIS IRS
updating search data
creating and publishing map services
modifying visualization of the reference, thematic, and orthophoto background maps, solving operational problems concerning the new ones, and detecting discrepancies in existing data, etc.
- Providing data for decision-making processes
Objectives:
- Maintain the unified data model, regularly update data in the central database and the local regional databases
- Process network and spatial analyses to support zoning, ranging, land coverage, etc.
- Cooperate in creating and updating map projects and generate background maps for central applications
- Create applications to support GIS for individual users
- Lecturing (universities, professional conferences)
GIS development:
- Participation in innovative development projects
- Focus on the use of BIM (Building Information Modelling) data to support processes in the Fire Rescue Service of the Czech Republic
- Use of progressive technologies for specific sub-processes in GIS
- Improving and automating specific data management processes
Documentarist department
The video studio is dedicated to documenting activities of the Fire Rescue Service and the Integrated Rescue System. It creates educational programs related to fire prevention and protection of the population in emergency situations and at the same time it promotes activities of the Fire Rescue Service of the Czech Republic.
