Flood situation in the Czech Republic

Intensive rainfall in whole area of the Czech Republic cause rapid increase of river levels. During Saturday evening 1 June 2013 small rivers and after that also bigger rivers start to overflow. Flood situation in the Czech Republic No. 8

Intensive rainfall in whole area of the Czech Republic cause rapid increase of river levels. During Saturday evening 1 June 2013 small rivers and after that also bigger rivers start to overflow. Third level of flood activity was reached in Pilsen Region, South-Bohemian Region, Middle-Bohemian Region, Královéhradecký Region and Ústecký Region.

Immediately after origin of first emergencies fire-units were deployed, including units of Integrated Rescue System. From 8.00 on 2nd June 2013 there is announced central coordination of rescue and clean-up operation coordinated by MoI – General Directorate of Fire and Rescue Service of the Czech Republic which fulfill and coordinates needs of stricken regions.

Czech government announced emergency state from 21.00 SEC on 2 June 2013 for 7 regions (South-Bohemian, Pilsen, Middle-Bohemian, Liberecky, Kralovehradecky, Ustecky, Prague) which is half area of the Czech Republic. Situation is coordinated by Minister of Interior and Central Crisis Staff.
Rescue flood operations are operated by Fire and Rescue Service of the Czech Republic and fire-units. On the whole area of the Czech Republic 5 800 emergencies were operated by fire units (professional and volunteer) and 22.000 firemen (professional and volunteer) were deployed. There are 8 dead persons in a total as a result of floods.

All regions cope with disaster by their own means. Within central coordination of rescue and clean-up operations MoI – General Directorate of Fire and Rescue Service of the Czech Republic centralize resources from non stricken regions and from Rescue Unit of FRS CR.

Situation in regions:

Middle-Bohemian Region

There are third levels of flood activity on the rivers of Cidlina, Vltava and Labe in Melnik. All rivers have culminated in this area on 5 June. Decrease of water level is low. There are about 80 villages affected by the floods in this region.

Evacuated people are returning to their homes. The clean-up operations have begun in the whole region. Pumping of water lagoons has begun. Polish high capacity pumping unit will be deployed in this region.

Regional crisis staff is monitoring situation, citizens are informed about situation on crisis telephone numbers. Crisis Staff of Votice and Podebrady finished their work.

Prague

Vltava River and Berounka River have culminated on 4th June and the water is decreasing by now. But there is still third level of flood activity due to little draining of dams due to expected rainfalls on Sunday 9 June and Monday 10 June. Also disassembly of flood barriers is not planned yet.
FRS units are intervening and pumping with High Capacity pumps. Some of the underground stations have been opened.

Southbohemian Region

Third level of flood activity is still on 6 stations and 5 rivers. Retention area of the dam Lipno is emptied. There are 13 affected regions (97 villages).

Currently the activities are focused on clean-up operations. In the area, there are problems with potable water supplies (8002 citizens are without potable drinking water). Potable water distribution is organized in stricken areas.

Ponds of the Trebon area are over normal state.

Epidemiological situation is calm.

Pilsen Region

The third level of flood activity is still announced in the region. Water level on Berounka River is decreasing in all areas. There are about 110 villages affected by the floods. The water purification service is out of order in some villages. Citizens are supplied with potable water. Situation is stabilized in this area.

There are no requirements for other rescue means. Situation is stabilized in this area.

Královéhradecký Region

46 villages are affected by floods. Monitoring of situation, water pumping, disposal of dead animals, ensuring the supplies electric energy and potable water supplies and other activities are still running. Warning and information of citizens is still running. The situation is stabilized.

Liquidation of the bridges in the cities of Chotěvice and Jaroměř are running.

Ústecký Region

11 823 people have been evacuated in total.  Labe River has culminated in all areas and the water decreases.

FRS units are intervening and pumping with High Capacity pumps, clean-up operations are running. About 40 villages were affected by the floods.

The pumping unit form Slovakia is on its way to this area.

There have been some problems with security. 10 members of prison service have come to the area.

Preventive measures have been made by regional crisis staff.

Liberecký Region

Regional crisis staff is monitoring situation in the affected area, they provide preventive measures and they collect information about damages. Water levels of all rivers and streams are decreasing. Situation in the region is in normal level by now.

Deployed units from other regions:

• Ground forces and resources for evacuation from Rescue Unit of FRS CR is deployed in Middle-Bohemain Region, Ustecky Region, Kralovéhradecký Region, South-Bohemian Region and in Prague,
• Pyrotechnics from FRB of South-Bohemian Region, Olomoucký Region and Rescue Unit of FRS CR are on stand-by level in Prague and 4 pyrotechnics are part of the unit who make preventive measures to prevent free-floating of the ships on Labe River.
• High capacity pumps MCS 1500 and MCS 400 are deployed in Prague, Middle-Bohemian Region, Ústecký Region and Pilsen Region.

MoI – General Directorate of the Fire and Rescue Service of the Czech Republic is in direct contact with Crisis Staff of all stricken regions, Czech Hydro-Meteorological Authority and with Common Operation Centre of Ministry of Defence.

According to the Central Alerting Plan other resources from Czech Army and Czech Police were activated:

• Czech Army is ready provide assistance (210 soldiers in operation, aprox. 1300 on standby),
• Ground brigade in Bechyne, Rescue company Rakovnik are ready to be deployed immediately after the request,
• Helicopters of Czech Police and Czech Army are prepared at the airport in Prague and Prerov.

From 2 June 2013 Logistical base of FRS CR has given out following central supplies:

• 71.000 pcs sand bags and 37 pcs filling machines,
• 1310 pcs air mattresses and 60 pcs pumps,
• 1875 air dryers.

The Czech Republic has accepted the assistance on bilateral level from Poland and Slovakia. We would like to thank you for offers from others countries. Currently we do not need any other assistance.
