Decontamination of forces and devices in case of suspected occurrence of risky and high - risk biological agents - DEKOVRAT |

Annotation: |
To provide units of the Fire and Rescue Service of the Czech Republic and the Czech Armed Forces with a wider range of experimentally verified options for decontamination of forces (intervening persons in PPE), material means and packaging surfaces for highly infectious biological samples and waste contaminated with biological materiál in which it is not possible to wait until the occurrence of a (high) risk agent is ruled out due to the risk of delay. The most resistant form of biological agents is used to simulate contamination - spores of a non-pathogenic simulation agent that are difficult to resolve. The experiments are performed in standardized and real operating conditions (in the field). The current methodology of decontamination from biological agents was verified according to sheet L8 BŘ JPO, which is a valid procedure used in the Fire and Rescue Service of the Czech Republic and the Czech Armed Forces. Alternatives to the current methodology are tested (eg various disinfectants, exposure times, influence of external factors). The use of funds from the FRS and the Czech Army units ensures the most realistic design and results. The basis of the experimental design is the determination of statistical hypotheses and the provision of sufficiently large (statistically significant) sets of measurements. Defining control mechanisms to ensure the validity of results and methodically minimizing false-negative and false-positive results, cultivation processes and interpretation of results ensures the accuracy of the results. Part of the project is to verify the influence of the human factor on the implementation of decontamination by involving members of the Czech Fire Rescue Service and the Czech Army. |

IRS units can move in places where ionizing radiation contamination has occurred during seemingly normal activities, eg when extinguishing a fire after detonating a so-called dirty bomb. Depending on the expected activities of rescuers, it is necessary to equip them with suitable types of ionizing radiation indicators. IRS units must also be equipped with means of individual protection, which will fulfil the purpose of protecting persons from dangerous substances, but will not cause excessive heat of body, so as not to endanger the life of rescuer himself. During a rescue operation, a situation may arise that requires transport of the affected person for treatment without the possibility of his decontamination. For these purposes, a special means of transport suitable for both chemical and biological impact is necessary. A special task is to secure "sensitive" buildings from chemical or biological contamination through ventilation systems |

The one-year project "Study of the applicability of VR / AR technologies in the area of civil protection in the Czech Republic", financed by the EU - the Union Civil Protection Mechanism (UCPM), Single Country Grants for Disaster Risk Management (“Track 1”), was successfully completed on September 1, 2021. The grant was provided by the General Directorate for European Civil Protection and Humanitarian Aid Operations (DG ECHO). As a part of the project, 3D applications were created in the field of firefighting documentation including tools especially from VR area, for their use in training members of the Fire Rescue Service of the Czech Republic. The final report describes in more details and then evaluates the VR / AR / MR solutions in terms of their practical application in the areas of competence of FRS CR. The ambition of this report is to provide insight into the addressed issues and to serve as a basic background document for determining the azimuth of further development. |
